The Office of Emergency Management and Communications (OEMC), responsible for managing the city's 9-1-1 communications center, has announced significant personnel changes set to take effect starting January 1, 2012. These adjustments will impact both fire and police communication staff. Specifically, the fire department plans to implement the following changes:
Firstly, four experienced alarm board operators will be demoted to the role of dispatcher. Secondly, two current dispatchers will transition to the position of call taker. Additionally, at least five call takers will face job losses. Currently, each shift has a senior alarm board operator handling operations for both Englewood and the Main areas. Beginning January 1st, these responsibilities will be consolidated under one individual.
This move has sparked concerns among various stakeholders. According to reports from the Occupy OEMC Facebook page, pink slips and demotion notices were handed out to 911 operators on December 16, 2011. CBS Chicago also highlighted the potential ramifications of these cuts. Shanita Carter, an OEMC supervisor, expressed her worries about the impact on emergency response times, especially in high-crime areas where delays already exist. She emphasized that supervisors play a crucial role in training and motivating call takers, yet they themselves are overburdened and burnt out.
The situation has drawn attention from local officials as well. Recently, 28 aldermen signed a letter expressing concerns over proposed city budget cuts. Among their top priorities was the reduction in funding for OEMC and libraries, which could lead to mass layoffs.
