Great progress in localization of Tianjin ethylene project
The reporter learned yesterday from the State Council Development and Reform Commission's Office of Major Technical Equipment Coordination that Liu Tienan, deputy director of the State Council's Revitalization Northeast Office, highlighted during a conference on the localization of 1 million-ton-per-year ethylene equipment hosted by Sinopec Tianjin Branch that the progress of the Tianjin project is proceeding smoothly. He noted that the collaboration between users and equipment manufacturers is strong, and the achievements in localizing large-scale equipment are highly encouraging.
As one of the three key projects—alongside Zhenhai and Fushun—for the domestic production of 1 million-ton ethylene engineering technology equipment, the Tianjin project is the first to use fully domestically developed technology for its million-ton ethylene unit. The task of localizing large-scale ethylene equipment here has been particularly challenging and was included in Sinopec’s “10 Dragon†scientific and technological initiatives. Except for a few installations that rely on foreign patents or technology packages, most of the refining and ethylene processes are based on domestic or jointly developed technologies.
Among the core components, cracking gas compressors and cold boxes will be manufactured by Chinese companies for the first time. The localization rates for refining equipment and ethylene equipment are expected to reach 91.5% and 78%, respectively, significantly higher than other similar projects. One of the most notable benefits is the substantial reduction in investment costs. For instance, the cost of the ethylene cracker compressor is estimated to be about 45% lower than if it were imported.
It has been reported that the cracking gas compressor unit for the Tianjin project, developed by Shengu, is expected to be completed by October 2008. Meanwhile, the large cold box, developed by Hangyang, is scheduled for delivery in August 2008. The ethylene plant itself is set to be delivered by June 30, 2009, with commissioning planned for September 30 of the same year. Recently, the main unit of the 1 million-ton ethylene plant’s cracking furnace area, PR 190 tunnel, officially began pile driving, marking the full start of large-scale foundation construction for the project.
According to sources, when the National Development and Reform Commission approved the Tianjin ethylene project, it emphasized the importance of combining project development with equipment localization and enterprise transformation. Liu Tienan outlined three key points for advancing the localization of large-scale petrochemical equipment: First, large state-owned enterprises must lead in independent innovation and equipment manufacturing revitalization. These enterprises have significant capital, technical capabilities, talent, and market advantages, and they should play a central role in resource allocation. Second, there should be a focus on leveraging current opportunities to promote the localization of petrochemical equipment, as China now has seven major ethylene projects and 20 ten-million-ton refineries under reconstruction or expansion, reaching global industrial scales. Third, while market forces are important, the government must also provide coordinated support. Localization is not an end in itself but a means to enhance industrial competitiveness and ensure sustainable growth through competition.
