Great progress in localization of Tianjin ethylene project
The reporter learned yesterday from the State Council Development and Reform Commission's Office of Major Technical Equipment Coordination that Liu Tienan, deputy director of the State Council's Revitalization Northeast Office, emphasized during a recent conference on the localization of 1 million-ton/year ethylene equipment at Sinopec Tianjin Branch that the project is progressing smoothly. He highlighted the strong collaboration between users and equipment manufacturers, as well as the encouraging achievements in the localization of large-scale petrochemical equipment.
As one of the three major projects—Tianjin, Zhenhai, and Fushun—aimed at achieving domestic production of 1 million-ton ethylene engineering technology equipment, the Tianjin project stands out as the first set of domestically produced million-ton ethylene units. The task of localizing large-scale ethylene equipment here has been particularly challenging and was included among Sinopec’s "Top 10 Dragon" scientific and technological projects. Except for a few installations that rely on foreign patents or technology packages, the project primarily uses domestic technologies for refining processes, with most of the ethylene production relying on locally developed or jointly developed technologies.
At the core of the project are key pieces of equipment such as cracking gas compressors and cold boxes, which will be manufactured by Chinese companies for the first time. The localization rates for refining equipment and ethylene equipment are expected to reach 91.5% and 78%, respectively—far higher than previous domestic projects. This shift toward domestic manufacturing has significantly reduced investment costs. For example, the cost of the ethylene cracker compressor is estimated to have dropped by approximately 45% compared to imported versions.
It is reported that the cracking gas compressor unit required for the Tianjin ethylene plant has been developed by Shengu and is expected to be completed by October 2008. Meanwhile, the large cold box, designed and built by Hangyang, is scheduled for delivery in August 2008. The entire ethylene plant is set to be delivered by June 30, 2009, with commissioning planned for September 30 of the same year. Recently, the PR 190 tunnel of the cracking furnace zone in the 1 million-ton/year ethylene plant officially began pile driving, marking the start of large-scale foundation construction for the project.
According to sources, when the National Development and Reform Commission approved the Tianjin ethylene project, it emphasized the importance of combining project construction with equipment localization and enterprise transformation. Liu Tienan outlined three key directions for advancing the localization of large-scale petrochemical equipment: First, large state-owned enterprises must lead in independent innovation and the revitalization of the equipment manufacturing industry. These enterprises possess capital, technology, talent, and market advantages, and should play a central role in resource allocation. Second, they should seize the opportunity to further advance the localization of petrochemical equipment, given that China now has seven major ethylene projects and 20 large refineries under reconstruction or expansion, creating a globally significant industrial scale. Third, the government must support the localization process not only through market forces but also by providing coordinated services. Localization is not an end in itself but a means to enhance industrial competitiveness and ensure sustainable development through competition.
